Liberal Democrat leaflets in the Barton by election have thrown the Tories into a spin. THE TRUTH HURTS.
The spin stories aimed at the Lib Dems are of Tony Blair and Alistair Campbell proportions.
But before we answer them let's give you a direct quotation from the Standards Board of England regarding the conduct of the Tory Leader of the District Council:
"The Ethical Standards Officer considered that it was improper for a councillor with a prejudicial interest in a planning application to meet with the applicants, as a councillor, with a view to influence their plans."
This was particularly the case where the councillor held a senior position in the council.
The Ethical Standards Officer therefore concluded that Councillor Kendal breached the Code of Conduct by using his position improperly to secure an advantage for himself or others.
The Ethical Standards Officer did not consider that Councillor Kendal had brought his office or authority into disrepute.
The Ethical Standards Officer took into account the fact that Councillor Kendal acted on advice of the Chief Executive, who had consulted with the Monitoring Officer.
Does this mean that the public won't mind a councillor using his position improperly as long as he asked the Chief Officer first!
